Democracy, like any political regime, is interested in stable functioning and development, which is impossible without constant work on the formation of public consensus. The governments of most of the EU countries understand that it is necessary to strengthen national policies in this direction and to intensify joint actions of the allied countries. After all, on the one hand, democracy relies on the legitimate decisions of the majority, and for the latter it is necessary to constantly fight, on the other hand, even legitimate decisions taken in one country can have a negative impact on the population of another country, whose politicians, respecting the principle of state sovereignty, can not directly affect the processes of democratic expression of will in the neighboring state, which, among other things, can form in their electorate an idea of the inaction of local elites and lead to the popularity of counter-elites. The coordination of the efforts of the allied states, especially within the framework of the European Union, is also relevant due to the so-called hybrid wars, in which propaganda acts as one of the effective means of achieving success. Propaganda, therefore, is important for so-called domestic consumption (for its own citizens) and as a product for export (for citizens of other states). The experience of Germany, one of the major foreign policy players in Europe, will certainly be interesting.

The paper analyzes the main elements and directions of development of the EU Energy Union. It is noted that most of the goals and even specific measures included in the concept of the Energy Union, in fact, have long been implemented in practice. Indeed, new significant steps are planned only in the field of foreign energy policy (attempts to tighten EU control over bilateral intergovernmental agreements and the idea of creating a "pool of gas buyers"). It is concluded that the EU does not plan to use the Energy Union as a geopolitical weapon against Russia, but the general vector of development of the EU energy policy, fixed in this project, does not favor the interests of Russian energy suppliers, primarily natural gas.
